From what I have learned, it means to snare or entrap the legs in Mandarin which is important as Mandarin was the language of the academic elite at the time. As for the book mentioned, anyone who has gone to the Shuri Castle can tell you there are no small passages in the palace and the guards of Shuri carried weapons to protect the king

Chibana Chosin stated that Naihanchi (Shodan) came from Sakugawa. KishimotoDi has this kata, and did not come from Matsumura, but another student of Sakugawa, named Tachimura, which does suggest that Naihanchi does at least come from Sakugawa. Chances are slim that Matsumura developed it. Now, whether Sakugawa developed it, or learned it from someone who taught it before him, we have no real way of knowing at this point in time. Perhaps, someday, someone will uncover some documentation that changes that.
